VA One-Time Close Guide: Building Your Home With Your VA Benefit
Is one-time-close construction right for you — builder risk, draws, and when to wait. A free, plain-English guide from Paul Francisco, with checklists, a Texas page and official resources.
You earned this. Let’s make it simple.
Building can be a dream home — and a complex loan. A one-time close wraps construction and the permanent mortgage into one closing. Fewer lenders offer it. This guide helps you decide if building now is wise, or if buying existing is the better mission.

Worried about it? Going to love it?
What you might be worried about
- Builder delays
- Cost overruns
- Few lenders offering it
- Payments during the build
What you’re going to love
- A home designed for your family
- Roots on your own land
- One closing instead of two
- Using the benefit you earned
Should you build — or buy existing?
Construction loans add builder risk and timeline risk. Hold a long view: plan to keep the home ~3–5+ years if you’ll sell.
When building is NOT the right move
- You need certainty on move-in date (report date next month).
- Thin contingency and no stomach for change orders.
- No lender path for one-time close on your file.
- Short tour ahead and no plan to hold/rent — same PCS caution as any purchase.
When it CAN make sense
- Experienced builder, clear contract, realistic contingency.
- Timeline fits your life and orders.
- You’re building to hold long-term, not flip.
- Land + plans pencil after appraisal on plans.
One-time vs two-time close
One-time close — construction + permanent loan, one closing. Two-time close — two loans, two closings.
Builders must meet state/local licensing; your lender approves the builder. VA no longer requires a VA builder ID.
Draws pay the builder as inspections confirm progress.
Worked example (example numbers only)
Example only. Land owned free and clear; build cost $380,000; 9-month build; family has 10% contingency and a 6-year stay plan → can fit if lender offers OTC.
Same build, PCS in 11 months, no rental plan → usually buy existing or wait.
Questions to ask yourself
- Can I absorb delays and change orders?
- Do I have contingency beyond the bid?
- Is this a long-term hold?
- Is my builder experienced with lender draws?
- Does my timeline survive a late final inspection?
Questions to ask your loan officer
- Do you offer VA one-time close?
- How do payments work during construction?
- What builder approval looks like?
- Can land I own count toward the deal?
- What overlays apply beyond VA rules?
Every step, in the order it happens
- COE + pre-approvalKnow budget before plans get emotional.
- Builder, plans, lender approvalClear contract; lender reviews builder.
- Appraisal on plans + single closingClose before construction starts.
- Draws, final inspection, move-inInspections before each draw; then keys.
Your questions, answered
Can I build with VA?
Yes — one-time close is one path; not every lender offers it.
Does the builder need a VA builder ID?
No. VA eliminated that requirement; licensing and lender approval still matter.
Land I already own?
Often can be part of the deal — we’ll look at your situation.
Payments during the build?
Depends on the program — get it in writing before you commit.
Over budget or late?
Contract + lender rules matter. Plan contingency.
